Palm Beach Construction Season: Plan Your Pavers Project

Palm Beach Construction Season: Plan Your Pavers Project

Summer concrete demolition with a tracked loader in a hedge-framed motor court at a two-story Mediterranean villa beneath gathering storm clouds

In the Town of Palm Beach, plan noisy demolition for May through October. From November 1 through April 30, the code prohibits jackhammers and narrows the available week, so replacing an old concrete driveway or pool surround can belong on the calendar while you are away. Reserve your winter stay for design decisions, measurements and quiet stages that meet local restrictions. If removal and setting the new surface need to run together, move the whole job into the summer window.

For paver driveway, patio and pool deck work in Palm Beach, start with that timing decision before choosing a finish. These rules cover the island municipality, distinct from West Palm Beach and Palm Beach County.

Begin before you leave the island

Wanting to supervise improvements while living at the house is understandable. You can hold a sample beside the stucco, judge its color from the front door and discuss the border in person. Those choices fit naturally into your visit. Breaking apart the existing slab follows a different timetable.

Before departure, agree on the scope, access arrangements and who can approve a change while you are away. Identify the surfaces to protect, where equipment can enter and how photographs will document progress. Put those decisions in writing with your contractor.

For a major replacement, ask for a sequence showing removal, preparation, installation and the return of usable access. A proposed start date alone says little about when the entrance will be ready. Allow room to resolve approvals and logistics before committing to your flight home.

Give concrete demolition a summer slot

The Town of Palm Beach Code of Ordinances, Sec. 42-198, Operation of certain machinery during winter, Saturdays, Sundays and legal holidays expressly lists jackhammers among the machines prohibited from November 1 through April 30. An exception rests with the town council.

For driveway pavers installation involving breakup of an old poured slab, that restriction makes May through October the practical period for demolition. The same planning issue applies to a patio or pool deck that needs concrete removed. Schedule the disruptive operation first, then fit the remaining stages around it.

Picture a July afternoon: broken slabs sit inside a compact loader’s bucket, and a pale strip of sandy ground shows where the old surface ended. The owners are away. Before leaving, they agreed which gate the crew would use and how the adjacent planting would be protected.

The ordinance also reaches offensive engine noise or odors and includes a broad category of machinery that diminishes neighbors’ enjoyment of their property. Plate compactors, concrete saws and skid-steers are unnamed in that list. Resolve their proposed use in advance; schedule noisy operations without testing the broad clause against a neighbor’s patience.

Use your winter stay for decisions and quiet stages

Measurements, layout discussions and material selections are useful progress while you are present. For patio pavers installation, sit where the dining table will stand and look back toward the house. Consider the connection to the doors and planting before approving the layout. Around a swimming pool, review the relationship between coping, steps and the surrounding finish.

Physical installation still needs a review of its actual methods, hours and permissions. Describe each activity precisely. Calling a task “finishing” tells the reviewer little about its sound or equipment.

A quiet February morning illustrates the point: through the hedge, a resident hears garden shears while drinking coffee beside an open window. An apparently modest cutting operation could change that experience. If the remaining scope relies on disruptive machinery, shifting the complete replacement to warmer months may give you a more coherent schedule.

Plan the street delivery before ordering pallets

A truck appointment deserves the same attention as the design. The Town of Palm Beach, Public Works Application Checklist (Right-of-Way Permit Application), revised July 21, 2026, requires a full narrative for right-of-way activities. Shorter occupation and fuller information improve the chance of coordination, subject to seasonal requirements.

For an in-season unloading request, describe vehicle dimensions and positions, the number of pallets, the actual duration, and a two-hour working window within 10:00 a.m. to 2:00 p.m. Explain in writing why the operation needs to happen between November 1 and April 30, rather than waiting until May. That is a proposed slot inside the four-hour range, not permission to occupy the street throughout it.

Imagine the load still strapped to a flatbed as the approved start approaches. The driver needs an agreed arrival and unloading arrangement; idle waiting at the curb should never become the plan. Coordinate dispatch around the authorized appointment and the receiving crew’s readiness.

A Delivery Permit covers an arrival lasting less than two hours that leaves a major roadway and moving traffic lane unobstructed. Large trucks, cranes or other mechanized handling call for a Use of right-of-way permit. Choose the category around the actual unloading method, even for a brief stop.

Vehicles longer than 30 feet may struggle to navigate local streets, and additional maintenance-of-traffic arrangements may be needed. Confirm the supplier’s vehicle length before dispatch. The Construction Parking Permit addresses job-related parking beyond the property, with an on-site vehicle placement plan and signatures from both owner and contractor.

Keep issued permits at the jobsite. The checklist lists penalties of 200% of the applicable fee plus $150 per day for starting in the right-of-way before issuance, and $1,000 per day for exceeding the authorized duration. Accurate logistics protect both the neighborhood and your budget.

Keep Saturdays and holiday closures out of the outdoor schedule

The Town of Palm Beach Code of Ordinances, Sec. 42-199, Hours for construction work sets the following framework. Its definition of construction work concerns physical activity requiring a permit.

Activity Season: November 1 - April 30 Summer: May 1 - October 31
Weekdays 8:00 a.m. - 5:00 p.m. 8:00 a.m. - 6:00 p.m.
Heavy equipment and outdoor construction noise Earliest start: 9:00 a.m. Earliest start: 9:00 a.m.
Saturday Prohibited 9:00 a.m. - 5:00 p.m., quiet indoor activity only; outdoor pavers installation excluded
Sunday and observed town holidays Prohibited Restricted or prohibited
Jackhammers Prohibited, subject to council exceptions Plan for permitted weekdays, within applicable restrictions
Saturday material deliveries No Saturday construction work at all Prohibited unless the building official grants a waiver for compelling circumstances

Quiet lawn care and tree trimming have a summer Saturday exception. Concrete pours and sawing are prohibited that day unless the building official grants a waiver. Neither provision creates a regular weekend slot for your exterior upgrade.

On weekdays, workers may arrive from 7:30 a.m.; any on-site activity waits until 8:00 a.m. Heavy equipment and other outdoor construction-related noise wait until 9:00 a.m. year-round. Winter closures also include the days before and after Thanksgiving. Council resolutions can temporarily alter hours, so confirm the current calendar before mobilization.

A local replacement with a defined scope

Our Palm Beach deck and steps replacement involved new coping installation and full replacement of the old concrete pavers with new ones for the deck and steps. Reviewing connected elements together helps an owner make consistent choices about edges and changes in level.

Questions before you set a date

Can I arrange demolition during my January visit?

For a method involving a jackhammer, plan for May through October. The winter prohibition is explicit; exceptions are at council discretion. Use your visit to settle selections and access instead.

Does an 8:00 a.m. start include the loudest operations?

No. The year-round 9:00 a.m. threshold applies to heavy equipment and outdoor construction-related noise, even when the general weekday opening is earlier.

Could a Saturday make up lost time?

Outdoor installation belongs on weekdays. The warmer-month allowance is for quiet indoor activity, with the limited landscaping exception described above.

Will being home justify a winter pallet delivery?

The application asks for a written explanation of necessity. Personal convenience alone offers no assurance of approval. Describe the actual reason, unloading method and requested duration for review.
